1. In a small bowl, mix soy sauce, sesame oil, garlic, and ginger. Set aside.
2. In a separate bowl, mix water and cornstarch to create a slurry. Set aside.
3. Heat vegetable oil in a large pan over medium heat.
4. Add diced tofu and peanuts, and stir-fry until tofu is golden brown.
5. Add sliced bell peppers and broccoli, and stir-fry for another 2-3 minutes.
6. Pour in the soy sauce mixture and stir well to coat all ingredients.
7. Add the cornstarch slurry and stir until the sauce thickens.
8. Serve hot over steamed rice.
